Getting a US visa strikes most people as long and difficult. The procedure itself is actually simple: an online form, a fee, an interview. What is hard is the interview, because the consular officer decides in a few minutes, face to face with you, and there is no appeal against that decision.
The rules have changed a great deal over the past year. Renewing a visa without an interview has been abolished, a new 250-dollar fee has come in, and the American travel-ban list has grown. Most of what you will read online does not reflect any of this.
This article gathers the rules currently in force, the costs, the documents and the things that matter at the interview. It is mainly about the B1/B2 visa issued for tourist and business trips.
US visa types: which one does a tourist need?
Short trips are covered by the B1/B2 visa. B1 is for business — meetings, conferences, negotiations — and B2 for tourism, family visits and medical treatment. In practice the two are combined into one visa and the passport is stamped «B1/B2», so there is nothing to choose between.
For citizens of Azerbaijan this visa is usually issued for 12 months with multiple entries. How long you may stay on each entry is decided by the immigration officer at the border, usually up to six months. Studying needs an F visa, exchange programmes a J, and work an H — but those are subjects of their own.

What does a US visa cost?
The basic fee is 185 dollars. It is paid before the interview and is not refunded whatever the outcome — if the visa is refused, the money is gone.
A law passed in July 2025 added a 250-dollar «visa integrity fee» on top. The difference is that this one is paid not when you apply but when the visa is issued, so anyone refused does not pay it. It is being phased in during 2026, which means you should check the current amount on the embassy’s page before applying. All told, the fees for one person can reach 435 dollars.
For comparison, a Schengen visa costs citizens of Azerbaijan 35 euros. The American visa is expensive, though being valid for 12 months with multiple entries and up to six months per stay goes some way towards making up the difference.

What changed after 2025?
Interview-free renewal is gone
People whose visa had expired or was about to expire used to be able to get a new one by sending in their documents, without attending an interview. From 1 October 2025 that option has been abolished for almost everyone. Now everybody must attend in person, including children under 14 and people over 79. The only exception is someone whose visa in the same category expired less than 12 months ago; the consular officer may waive the interview for them, but that is discretion, not a right.
You can only apply in your own country
When the Baku queue used to be long, some people applied at the embassy in Tbilisi or Istanbul instead. That route is closed too. The application must be made in the country of your citizenship or of your legal residence. For a citizen of Azerbaijan that means the embassy in Baku. Fortunately the Baku queue is short at the moment, and an interview slot is usually found within two weeks.
Does the travel ban apply to Azerbaijan?
Since 1 January 2026 the United States has applied full or partial entry bans to citizens of 39 countries. Azerbaijan is not on that list, so tourist and business visas are issued as before.
One thing is worth knowing, though. From 21 January the United States suspended the issuing of immigrant visas — the green-card type, for permanent residence — for 75 countries, Azerbaijan among them. The decision is being challenged in court and has nothing to do with tourist visas. It only matters to those planning to move permanently through family reunification or work.
Getting a US visa, step by step

1. Fill in the DS-160
Everything starts with this form. The DS-160 is completed online on the US State Department’s site and it is long: personal details, employer, education, previous trips, family members, every social-media account you have used in the past five years. The form is in English. Your answers must be precise and must match what you say at the interview, because the form is exactly what the consular officer is looking at. At the end you get a confirmation page with a barcode — print it.
2. Pay the fee and book the interview
Since May 2025 the embassy in Baku has run on a new service system. Registration, payment and choosing an interview slot all go through the ustraveldocs site. Once the fee is paid, the system shows the available interview times. Pick one and print the confirmation letter.
3. Prepare your documents
Unlike Schengen, the American visa has no fixed document list. Only four things are compulsory: your passport, the DS-160 confirmation page, the interview confirmation and a 5×5 cm photograph on a white background. Everything else exists to demonstrate your ties to Azerbaijan, and whether the consular officer looks at it is up to them. You can download or copy the full list below and take it with you.
As long as your passport is valid for at least six months beyond the trip, there will be no trouble on that front.
4. Interview day
Phones, bags and electronics are not allowed inside the embassy, so bring only your document folder. Fingerprints are taken first, then you are called to the consular window. The interview happens standing, through glass, and usually lasts two to four minutes. The questions are simple: why are you going, where do you work, who is paying, where have you travelled before. The officer often does not look at the documents at all — they are listening to your answers and watching how you carry yourself. The decision is given on the spot.
5. Getting your passport back
If the visa is approved, the passport stays at the embassy, the visa foil is fixed in, and it is delivered to the address you chose during registration. That normally takes 5 to 10 working days. Occasionally the officer orders what is called administrative processing, and then it can stretch to several weeks.
What they ask at the interview, and why refusals happen
What does 214(b) mean?
The great majority of those refused are handed a slip marked «214(b)». It is a section of US immigration law and its meaning is simple: the officer was not convinced that you will return to Azerbaijan. Under that law every tourist applicant is presumed to be an intending immigrant, and the burden of proving otherwise falls on you.
What convinces an officer is your ties to Azerbaijan: a stable, well-paid job, family who stay behind, property, and a record of returning on time from earlier trips abroad.
Young, single, unemployed applicants and first-time travellers are refused more often. That is exactly why making America your first trip abroad usually fails. Building some history in the passport first with a few European trips — tours abroad, for instance — and applying to the United States afterwards is the more sensible order.
What to do after a refusal
There is no appeal mechanism for an American visa. The consular officer’s decision is final. The only route is to apply again, which you may do at any time, even the next day. But you will pay the fee again, and if nothing in your situation has changed the result probably will not either. Reapply when you have something new to show: a new job, new travel, a changed family situation.
How to fly from Baku to America
AZAL’s direct Baku–New York service has been suspended since 2020 and has not been restored. So America means a connection. The most-used options go through Istanbul, Doha, Dubai and Frankfurt, and the journey takes 15 to 20 hours in total.
Buy the ticket once the visa is in hand; none is required for the interview. When your dates are firm, it is worth comparing Baku–New York fares across the different connecting cities, because on the same date the gap can reach 300–400 manat. If you connect in a European city and stay inside the airport transit zone, no extra visa is needed.
Frequently asked questions about the US visa
How long does a US visa take?
In Baku an interview slot is currently found within two weeks, and the passport comes back 5 to 10 working days after the interview. So the whole process runs about three to four weeks — very fast by world standards.
How long is a US visa valid?
Citizens of Azerbaijan get a B1/B2 for 12 months, with any number of entries in that period. The length of each stay is set at the border, usually up to six months.
Do children have to attend the interview?
Yes. Since October 2025 everyone must attend in person regardless of age. A separate DS-160 is filed for the child and a separate fee is paid.
Do you have to declare your social-media accounts?
The DS-160 requires you to list every account used in the past five years, and hiding one can be a ground for refusal. The requirement to make a profile public currently applies to student and work visas, not tourist ones. The officer may still look, though, so make sure nothing on those accounts contradicts the purpose of your trip.
Can a US visa get you into Canada or Mexico?
Mexico admits holders of a valid US visa without a visa of its own. Canada does not — that needs a separate visa. A number of Central American and Caribbean countries also let you in on a US visa, but check each country’s terms individually.
Does having a Schengen visa help?
Not directly, but indirectly it helps a great deal. Used Schengen, British or other visas in your passport show the officer that you have been to developed countries before and came back on time. That is one of the strongest arguments against the 214(b) presumption.
