Citizens of Azerbaijan need a Japan visa, and since 1 July 2026 it has become considerably more expensive. Japan raised its fees for the first time in 48 years: a single-entry visa went from 3,000 to 15,000 yen, and a multiple-entry one from 6,000 to 30,000.
The process in Baku is simple, though. The embassy is in the city, there is no visa centre and no intermediary, documents go straight to the consular section and a decision comes in one or two weeks. The whole difficulty lies in the precision of the paperwork, because Japan wants your itinerary day by day.

How to apply at the embassy
The consular section of the Japanese embassy takes documents two mornings a week, on Mondays and Thursdays. It is worth calling ahead to confirm the time. Documents are handed in personally, and the fee is paid when the visa is ready and you collect the passport; nothing is charged on a refusal. In July 2026 Azerbaijan introduced a one-year visa-free regime for citizens of Japan, and some sites reported this the wrong way round. The decision is unilateral: Japanese citizens come to Azerbaijan without a visa, while citizens of Azerbaijan still need one for Japan.

The itinerary is Japan’s distinctive requirement: writing «Tokyo–Kyoto–Osaka» is not enough — you set out the plan for each day and the address of each hotel. When the schedule does not line up with the bookings, the embassy comes back with questions or refuses.

How to fly from Baku to Tokyo
There is no direct flight. People reach Tokyo and Osaka with Qatar Airways via Doha, Emirates via Dubai, Turkish Airlines via Istanbul or Korean Air via Seoul; the whole journey takes 15 to 18 hours.
Baku–Tokyo fares spike twice a year: first during the cherry-blossom season from late March into April, then in November for the autumn leaves. January and February are the cheapest months. If you plan to travel around the country by bullet train, buy the JR Pass before you go.
Japan is usually seen on a 10 to 12 day «golden route», stopping at Tokyo, Hakone, Kyoto, Nara and Osaka.

The embassy states 5 to 14 working days, longer in complicated cases. Apply at least six weeks before the trip; applications are accepted up to three months ahead.
Who gets a multiple-entry visa?
Those who have already travelled to Japan without incident, or who can document a high income — usually for one to three years, with stays of 15 to 90 days per visit.
When can you reapply after a refusal?
Japan usually accepts a repeat application for the same purpose only after six months, which is why getting the first one right matters.
