A Tajikistan visa is not required of citizens of Azerbaijan and you can stay up to 90 days. This is the least visited country in Central Asia, but for lovers of mountains the most interesting one. The Pamir Highway, the Fann Mountains and Lake Iskanderkul are all written in its name.
The visa-free regime makes the journey a great deal easier, but for those heading into the Pamirs there is a document apart from the visa. People who do not know about the so-called GBAO permit are turned back before they reach Khorog.

Do you need a visa for Tajikistan?
No. There is a bilateral agreement between Azerbaijan and Tajikistan and on an ordinary passport you can stay visa-free for up to 90 days; in the list of the Ministry of Foreign Affairs of Azerbaijan, 90 days is shown against Tajikistan. At the border a passport is enough, and a return ticket and hotel booking may be asked for. To work and to study a separate permit is needed.

No Tajikistan visa, but there is a Pamir permit
The eastern half of the country, the Gorno-Badakhshan Autonomous Region, is a special-regime area and to enter it you need a permit known as the GBAO. Visa-free arrivals obtain this permit from the migration service in Dushanbe, it usually takes 1–3 working days and the fee is about 20 dollars; travel agencies can also arrange it in advance. Citizens of countries that get an electronic visa obtain the permit online together with the visa, but as a citizen of Azerbaijan enters visa-free, that route does not apply to us. Setting out on the Pamir Highway without the permit means being turned back at the Kalaikhum checkpoint. The official information is given on the official electronic visa portal of Tajikistan.

The registration rule
A foreign citizen staying in Tajikistan for more than 10 working days must register at the address where they are living. When you stay at a hotel the hotel does it and gives you the registration paper; when you stay in a rented flat or a relative’s house you go to the migration office together with the owner. On a week’s trip registration is not needed, but on a two-week Pamir route it is, and the paper is asked for on the way out.
How do you get from Baku to Dushanbe?
AZAL flies direct between Baku and Dushanbe twice a week and the flight takes about 3 hours; the alternative is via Tashkent or Istanbul. As there are only two flights a week, the price of an air ticket to Dushanbe rises quickly, so lock in the dates in advance. There is also a 3-hour overland crossing from Tashkent to Khujand, and Uzbekistan admits citizens of Azerbaijan visa-free as well, which means the Samarkand–Khujand–Dushanbe route is entirely visa-free.
The Pamir Highway is one of the highest road routes in the world; from Dushanbe via Khorog and Murghab to the Kyrgyz city of Osh it takes 7–10 days. In a Pamir tour format the road is organised together with a driver, the permit and the overnight stops, and it is much easier than going on your own.
Things to know before the trip
- Season. The Pamir Highway is open from June to September, July and August are ideal for the Fann Mountains, and Dushanbe itself is comfortable in April, May and October.
- Altitude. Murghab is at 3600 metres, there is a risk of altitude sickness, so climb slowly.
- Money. The somoni. Dollars are exchanged in Dushanbe; there are no cash machines in the Pamirs, so take cash.
- Insurance. For mountain routes, insurance covering evacuation is essential.
- Language. Tajik is close to Persian, and Russian works everywhere.

Can you stay in Tajikistan more than 90 days without a visa?
No. To stay longer, to work and to study, a temporary residence permit is arranged inside the country.
Can you cross from the Pamir Highway into Kyrgyzstan?
Yes, you can cross to Osh by the Kyzyl-Art pass; Kyrgyzstan admits citizens of Azerbaijan visa-free too. The crossing only works comfortably in the summer months.
Can the GBAO permit be obtained in Baku?
There is a Tajik embassy in Baku, but in practice the permit is obtained in Dushanbe or in advance through a travel agency. Arranging it with an agency before the trip is the most reliable route.
