Citizens of Azerbaijan need a Singapore visa, and it is one of the strangest-ruled visas in Asia: you cannot make the application yourself. Singapore places Azerbaijan in its second assessment group, and the documents of that group are accepted only through a local sponsor in Singapore or an authorised visa agent. There is no Singapore embassy in Baku either. That is why many consider the process difficult, when in fact, if you know the right route, the visa comes through in 3–5 working days.

Through whom is a Singapore visa obtained?
There are two routes. The first is a local sponsor: a Singapore citizen or a person with permanent residence, or a company registered in Singapore, applies on your behalf in the Immigration Authority’s online system and gives a letter of guarantee. The second is an authorised visa agent: agencies approved by Singapore’s foreign missions send the application from their own account and charge a service fee for it. The nearest mission to Azerbaijan is in Ankara, and the Moscow embassy has a list of agents too. The official rule is given on the Azerbaijan page of the Singapore Immigration Authority.
One point: from August 2026 Azerbaijan applies a one-year visa-free regime to citizens of Singapore, but that is a unilateral decision and does not concern the entry of citizens of Azerbaijan into Singapore.

Documents for obtaining a Singapore visa
A bank statement is not on the official list, but agents sometimes ask for it. Once the visa comes through, the free SG Arrival Card form is filled in 3 days before arrival; that is compulsory for everybody and does not replace the visa.

96 hours: transit in Singapore without a visa
Citizens of the CIS countries, Azerbaijan among them, can stay in Singapore up to 96 hours without a visa while travelling to a third country. The conditions: a confirmed ticket flying from Singapore to a third country within 96 hours, and entering the country by any means but leaving by air. For a 2–3 day stopover in Singapore on a Bali, Kuala Lumpur or Bangkok route this completely replaces the visa. The decision rests with the border officer, so keep the ticket and the hotel booking to hand.
How do you fly from Baku to Singapore?
There is no direct flight. People fly to Singapore with Qatar Airways via Doha, Emirates via Dubai and Turkish Airlines via Istanbul, and the whole journey takes 12–14 hours. Ticket prices to Singapore rise in December-January and during the summer holidays, while March and October are good value months. Singapore is convenient as the start of a Southeast Asia route too: Bali is a 2.5-hour flight and Kuala Lumpur 1 hour.
The city is walked in 3–4 days and is usually combined with Malaysia or Indonesia; in Singapore tour packages the visa is arranged through an agent, and that solves the biggest problem individual travellers have.
