The process is identical to a French visa: complete the form in the france-visas system, select Luxembourg as the destination, book an appointment at Capago, hand in the documents and give fingerprints. The visa may name France as the issuing country; it is an ordinary Schengen visa. Luxembourg is a European financial centre and most trips from Azerbaijan are on business. For such applications the invitation letter must state the purpose of the meetings, the dates and the parties involved; a general-purpose invitation is a reason for refusal.

How to get from Baku to Luxembourg

There is no direct flight to Luxembourg airport from Baku, and very few connections. The easiest route is via Frankfurt: fly there and continue by train or bus for three to four hours. Turkish Airlines also flies to Luxembourg via Istanbul. Because Baku–Luxembourg fares run higher than the Frankfurt flight, going through Frankfurt is usually the better value.

Luxembourg can be seen in a day and is usually folded into a trip with Belgium, the Netherlands and Germany. In Benelux tour programmes Luxembourg City is a one-day stop; on such a trip the visa comes from the country with the most nights, usually Belgium or the Netherlands, and all three go through Capago in Baku.
