Most people wanting a Belgium visa look for the Belgian embassy first. There is one in Baku, but it does not handle Schengen visas. For short-stay visas Belgium is represented in Azerbaijan by France, which means documents go to Capago, the French embassy’s visa centre, and the French consulate makes the decision.

People who do not know this waste time calling the embassy or book an appointment at the wrong centre. This article explains how the process actually works, what it costs, which documents are needed and what is particular about travelling to Brussels.

Do you need a visa, and which one?

Yes. Belgium is a Schengen member, and citizens of Azerbaijan take a «C» type Schengen visa for trips of up to 90 days. Tourism, family visits, business meetings, conferences and trade fairs all fall under it. Studying, working and family reunification require a «D» type national visa, and that process is entirely different.

Why through the French embassy?

Under Schengen rules, if a country’s consulate in a given state does not issue visas, another Schengen country may represent it. That is what Belgium has done in Azerbaijan: the authority for Schengen visas is the French embassy in Baku. The Belgian embassy itself stays out of the process, apart from services such as certifying a guarantor’s signature for students in some cases. This is stated plainly on the Belgian Foreign Ministry’s official page for Azerbaijan.

In practice that means the form is completed in the French embassy’s france-visas system and the appointment is then booked at Capago. Capago is at 609 Jafar Jabbarly Street in Baku, in the Globus Center, open on weekdays from 9:00 to 17:00. The same centre also takes French, Dutch and Swedish visas.

The long-stay «D» visa is handled somewhere else entirely: at Belgium’s Consulate General in Istanbul through VFS, and documents can be sent from Azerbaijan by post.

What does a Belgium visa cost?

The consular fee is 35 euros under the Azerbaijan–EU agreement, with no fee for children under 12. Capago’s service charge for citizens of Azerbaijan is 30 euros, paid in manat at the centre’s current rate. Adding insurance, photographs and translations, the total for one person comes to around 150 manat.

Documents for a Belgium visa

Belgium has one particularity. Brussels is the seat of the European Union and NATO, and most business trips from Azerbaijan are for conferences, trade fairs and official meetings. On such trips the wording of the invitation directly affects the decision: it must state the name of the event, the dates, the participant’s name and who is covering the costs. Applications backed by a vague, general invitation letter are often refused.

The application, step by step

  1. Open an account at france-visas.gouv.fr and fill in the form. Select Belgium as the destination and the system routes you to Capago automatically.
  2. Book an appointment on the Capago site. The queue lengthens in summer and December, so look three or four weeks ahead.
  3. Attend with your documents on the day. Fingerprints are taken and the fee and service charge are paid.
  4. The passport goes to the French embassy. A decision usually comes within 10 to 15 days.
  5. Collect the passport at the centre or order courier delivery.

How to get from Baku to Brussels

There is no direct flight. The most-used route is via Istanbul, with Vienna and Frankfurt as alternatives; the journey takes 7 to 9 hours. Baku–Brussels fares vary considerably by connecting city; flying to nearby Amsterdam or Paris and continuing by train is sometimes cheaper, since a Schengen visa is valid in all three countries.

Belgium is small and is usually combined with the Netherlands, France or Germany rather than visited alone. Multi-country European coach tours are a comfortable option for a first Schengen visa: the route, the hotels and the visa documents are handled together. Bear in mind that on such trips the visa is taken from the main destination — the country where you spend the most nights.

How long does a Belgium visa take?

Ten calendar days under the agreement, up to 30 in individual cases. Add the wait for a Capago appointment and the whole process runs three to five weeks.

Will the visa say France or Belgium?

Because the French consulate issues it, the visa names France as the issuing country. It is an ordinary Schengen visa and causes no trouble on entering Belgium. Keep the hotel booking showing Belgium as the main destination to hand at the border.

What to do after a refusal?

Since the French consulate issues the refusal, any appeal follows French procedure. In practice, removing the reason and applying again is faster.
