«Do I need a visa for Dubai» is still one of the most googled visa questions, even though the answer has not changed in years: you do not. Azerbaijan and the United Arab Emirates have mutually abolished visa requirements, and an ordinary passport gets you into Dubai, Abu Dhabi and the other emirates without one.

But «visa-free» leaves several questions open: how many days may you stay, how much validity does the passport need, what do they ask at the border, can you work, what do you need when travelling with children. This article answers all of them and explains the cheapest ways of getting from Baku to Dubai.

Do you need a Dubai visa?

No. The agreement mutually abolishing visa requirements for ordinary passport holders was signed between Azerbaijan and the UAE in 2023 and is in force. The visa-free list of Azerbaijan’s Ministry of Foreign Affairs shows 90 days against the UAE. It covers tourism, family visits, shopping, exhibitions and business meetings.

What do they ask at the border?

At Dubai airport the procedure for citizens of Azerbaijan is quick: the passport is scanned, a facial image taken, a stamp applied. The one requirement that matters is passport validity — at least six months from entry, otherwise the airline will not let you board back in Baku. The officer may ask for your return ticket and the address where you are staying, so keep the hotel booking on your phone.

One more detail: Dubai airport has automatic «Smart Gates», but on your first arrival you need to queue normally so that your biometric data is registered. The official entry rules are set out on the UAE government’s official portal.

What you may not do without a visa

The visa-free regime is for short trips only. The following fall outside it:

  • Working. In the UAE the employer arranges a work permit and residence visa in your name. Arriving as a tourist and working is illegal and ends in deportation.
  • Staying beyond 90 days. Exceeding 90 days within a 180-day period means a fine, calculated per day and paid on the way out.
  • Studying. The university arranges a student visa.
  • Living there long term. That requires a residence visa based on property, investment or employment.

A question many people ask: after 90 days, can you pop over to Oman or Bahrain for a day and start another 90? On paper the 180-day count limits this; in practice border officers recognise such «visa runs» and can refuse entry. If you need to stay long, a residence visa is the proper route.

How to get from Baku to Dubai

Dubai is among the best-connected foreign cities from Baku. AZAL, Emirates and flydubai fly to Dubai, Air Arabia to Sharjah, Etihad and Wizz Air to Abu Dhabi. The flight takes three hours and fifteen minutes. All that competition keeps fares down, though tickets double or triple around New Year, Novruz and the summer holidays.

There are two ways to fly cheaply. First, consider Sharjah and Abu Dhabi airports: Sharjah is 30–40 minutes from central Dubai and Abu Dhabi an hour and a half, but the fare difference sometimes exceeds 200 manat. Second, shift your dates by a few days. Baku–Dubai fares also vary by day of the week, with Tuesday and Wednesday flights usually the cheapest.

What does the trip cost?

The visa costs nothing, but Dubai is not a cheap city. Hotel prices swing sharply with the season: cheapest in June to August when it hits 45 degrees, most expensive from November to March. For families, a ready-made package such as a New Year tour to Dubai usually works out better than booking everything separately, because operators buy hotel rooms in bulk.

Worth knowing before you go

  • Medicines. UAE drug rules are strict. Some painkillers and sedatives are banned; carry prescription medicines with a doctor’s letter.
  • Money. The dirham is pegged to the dollar at 3.67. Cards work everywhere, including Azerbaijani ones.
  • Insurance. Not required, but medical care in Dubai is very expensive. Going uninsured is a bad idea.
  • Behaviour. Alcohol in public, rude gestures and photographing people without permission can bring fines and even arrest.
  • Driving. You can rent a car on an Azerbaijani licence; an international permit is not required.

Frequently asked questions about travel to Dubai

Do children need a visa?

No, the visa-free regime covers children too. The child needs their own passport. When travelling with one parent, the other parent’s notarised consent may be requested on the way out of Azerbaijan.

My passport has five months left — can I go?

No. The UAE requires at least six months’ validity from entry, and airlines check this in Baku. Renew the passport first.

Can you continue from Dubai to Oman or Saudi Arabia?

The visa-free regime applies to the UAE only. Oman requires a visa from citizens of Azerbaijan, and Saudi Arabia issues an online eVisa. Each country needs preparing for separately.

Do you need a visa when transiting through Dubai?

You do not. You may even leave the transit zone and go into the city, because you have the right to enter visa-free. On long layovers Emirates and flydubai sometimes offer a city tour and a hotel as well.
