A Portugal visa is not obtained from a Portuguese embassy in Baku, because there isn’t one. In Azerbaijan, Portugal is represented for Schengen visas by France, and documents go to Capago, the French embassy’s centre. Lisbon, Porto and Madeira have grown popular with travellers from Azerbaijan in recent years, but with no embassy in the country a lot of wrong information circulates about the process.

How to apply through Capago
On the Capago site you select Portugal, book an appointment, hand in the documents on the day and give fingerprints. The French consulate decides on Portugal’s behalf; in complicated cases the file is coordinated with the Portuguese side, which can lengthen the timescale. Because there is no embassy, an appeal against a refusal is addressed to the Portuguese Ministry of Foreign Affairs. Portugal’s visa rules are on the Portuguese Foreign Ministry’s visa portal.
One detail: Capago takes documents for France, Portugal, Sweden, Belgium and several other countries at the same counter. Select the right country when booking — an application made for Portugal that ends up filed for France will not be accepted.

Together with Spain: which country do you apply to?
Portugal is often travelled on one route with Spain: Madrid, Seville, Lisbon, Porto. Under the Schengen rule the visa is requested for the country where you spend the most days. Three days in Lisbon and five in Madrid means applying to Spain — and going to Spain’s visa centre in Baku rather than Capago. If the days are equal, the country of first entry decides. Applications that get this calculation wrong are refused as misfiled.
How to fly from Baku to Lisbon
There is no direct flight. Lisbon and Porto are reached with Turkish Airlines via Istanbul, Air France via Paris and Lufthansa via Frankfurt, taking 9 to 11 hours in total. Fares to Lisbon rise from June to September; November to March is both cheap and pleasant thanks to Portugal’s mild winter. Madeira is a 90-minute domestic flight from Lisbon.
The Iberian route is also travelled in groups: Spain and Portugal tours combine Madrid, Lisbon and Porto over 8 to 10 days, and the visa is requested for whichever country takes the most days.

How long does it take?
The standard is 15 days, extendable to 30 because of the representation. With the Capago appointment, count on four to six weeks.
Are Madeira and the Azores in Schengen?
Yes, both are part of Portugal and a Schengen visa covers them; no separate document is needed.
Where do you appeal a refusal?
Although the French consulate issues the decision, the appeal goes to the Portuguese side under Portuguese law. The refusal letter gives the address.
