The Montenegro visa question changed completely in January 2026. For ten years citizens of Azerbaijan went to Kotor and Budva on a passport alone; on 15 January 2026 Montenegro ended that regime and began requiring a visa. The reason is Montenegro’s EU accession process: the country is aligning its visa policy with the EU.
Most articles online still talk about the visa-free regime, and that is what gets people turned back at the airport. This article explains the new rule, applying through VFS Global, the documents, the 30-day exception for holders of a multiple-entry Schengen visa, and the new arithmetic of an Adriatic route combined with Croatia.
Montenegro visa: what changed?
The visa-free regime was abolished on 15 January 2026. Citizens of Azerbaijan can now obtain two kinds of visa.
The short-stay «C» type visa allows up to 90 days within a 180-day period. The long-stay «D» type runs from 90 days to 6 months.
Bear in mind that Montenegro is not in the Schengen area, so a Montenegrin visa gives no right of entry to Schengen countries. In the other direction there is one exception, which we look at separately below.

Where is the Montenegro visa issued?
Montenegro has no full embassy in Baku; Azerbaijan is covered by its embassy in Türkiye. From January to May documents went to that embassy’s office in Baku, and since June 2026, under the procedure announced by Montenegro’s Ministry of Foreign Affairs, short-stay and long-stay visa applications are taken at the VFS Global visa centre in Baku: the centre receives the documents and takes fingerprints, and the embassy makes the decision. The appointment is booked on the VFS site, the consular fee is 35 euros, and the centre’s service charge is paid separately. As the system is new, it is worth confirming the current procedure with VFS Global once more before applying.

I have a Schengen visa: do I need a Montenegro visa?
Montenegro’s decision on its visa regime contains a general exception covering every country whose citizens need a visa: holders of a valid multiple-entry Schengen, US, British, Canadian or Irish visa, or of a residence permit from those countries, may enter Montenegro for up to 30 days without a separate visa, provided the visa is valid for the whole trip. For citizens of Azerbaijan this is the practical route: a multiple-entry Schengen visa obtained for Croatia or Italy also opens the way to Kotor and Budva. The exception does not work with a single-entry or expired visa, and staying longer than 30 days requires a Montenegrin visa. The border officer makes the decision on the spot, so check that your visa is multiple-entry and valid.
Documents for a Montenegro visa
An application for a «C» visa must be filed at least 15 days before the trip, and for a «D» visa at least 60 days. The document pack resembles a Schengen pack, and precisely because Montenegro is moving to EU standards the requirements will keep converging with Schengen.

The new arithmetic of the Adriatic route
Flying to Dubrovnik on a Schengen visa and crossing to Kotor visa-free used to be popular, and that route in fact still works, on one condition: your Schengen visa must be multiple-entry. With it you enter Croatia, cross to Montenegro for up to 30 days without a visa, and make a second Schengen entry on the way back. For holders of a single-entry Schengen visa, Montenegro requires a separate visa. The alternative is Bosnia: Mostar and Sarajevo admit citizens of Azerbaijan without a visa and are 3 hours from Dubrovnik. Albania is visa-free too, and is Montenegro’s southern neighbour.
How to get from Baku to Montenegro
In the summer months there are direct charters and seasonal flights between Baku and Tivat; the rest of the year people fly to Podgorica and Tivat with Turkish Airlines and Pegasus via Istanbul, taking 6 to 8 hours in all. Tivat fares rise sharply in July and August. Now that a visa is required, buy the ticket after the visa is in hand; those travelling on a multiple-entry Schengen visa should check that visa’s validity.
Budva and Kotor were popular for a summer holiday from Azerbaijan and Montenegro tour packages continue — only now the tour operator includes the visa documents in the package and preparation starts earlier.

How long does it take?
The official term is 10 days; it can stretch to 30 when further checks are needed and to 60 when extra documents are requested. Counting the VFS appointment, start in spring for a summer trip.
Can you cross to Croatia on a Montenegrin visa?
No. Montenegro is not in Schengen and its visa gives no entry to Croatia, that is to the Schengen area; Dubrovnik needs a Schengen visa.
Could the visa-free regime come back?
Montenegro will keep aligning its visa policy with the EU until it joins; a return to visa-free travel is not expected.
